|Abstract ||:||Since Hyogo-Ken Nambu(Kobe) Earthquake, disaster mitigation including countermeasures for aged people and disabled are pervaded profoundly among municipal governments in Japan. Related to disaster mitigation considering with aged people and disabled are studied and discussed by researchers, engineers and administrators. In this chapter, we pondered countermeasures for these people who are easy to be isolated and positioned under severe condition after disaster through the comparison study as to Niigata and Tokyo. Authors analyzed earthquake disaster mitigation and policy of social welfare as egalitarian by using various manuals published by both of Niigata and Tokyo governments. Resulted from document citation and reviewing , many manuals mentioned the importance of countermeasures for these people, transferred from earthquake education for activities to promotion of volunteers who engage in rescue operation, patrolling old people's house, and as an interpreter. In accordance with Niigata Prefecture's manual, it is referred the co-operation with officers of social welfare and medical relatives for the consideration of increasing aging ratio. Based on the survey, we noticed the necessity of reconsidering the evacuation activities, public health program including medical service from the point of view of protecting ourselves in the field of knowledge of health management during disaster period, and disaster mitigation program for foreigners.|
